Rep. Lauren Boebert is pushing back hard against a sworn ethics complaint accusing her of sexual relationships with three congressional staffers. The complaint names two women and one man among the staffers.
David B. Wheeler of American Muckrakers filed the complaint on September 17. It identifies Clarice Navarro, Boebert’s former district director; Raven Finegan, her current district chief of staff; and Jeffrey Small, her former chief of staff.
According to the complaint, Boebert’s alleged relationship with Navarro lasted from 2021 through January 2025. It also alleges that Navarro received approximately $30,650 in year-end bonuses from House funds, along with a $5,000 campaign payment listed as “fundraising consulting.”
The filing further alleges that Boebert arranged an approximately $200,000 payment to Navarro in 2025 after Navarro allegedly threatened to file an ethics complaint of her own. American Muckrakers described that payment as an alleged hush payment. However, the claim has not been independently established.
Wheeler’s complaint argues that the alleged conduct violated House Rule XXIII, which prohibits Members from engaging in sexual relationships with employees under their supervision. It asks the House Ethics Committee to investigate and refer possible campaign-finance and criminal violations to the Department of Justice and the Federal Election Commission. Those are requests made in the complaint, not findings that the allegations have been proven.
Navarro strongly denied the claims when contacted by the Colorado Times Recorder. “These allegations regarding me are entirely false, defamatory, and beyond ridiculous,” Navarro said. “There is absolutely no truth to any part of this claim.”
Boebert also rejected the accusations in comments reported by Sources Say. “Well, I’m not a lesbian or bisexual, and I have never, ever been in any inappropriate relationship, nor have I ever been sexually involved with any staff,” Boebert told Sources Say News. When asked about additional claims involving former Rep. Matt Gaetz and his wife, Ginger, she added, “Creative, I’ll give him that!”
American Muckrakers said an unnamed source alleged that Boebert and Navarro participated in a sexual encounter with Gaetz. No evidence establishing that accusation has been publicly produced.
Gaetz responded by challenging anyone who claims to have evidence to release it. “I am requesting that anyone with video of me in this alleged ‘threesome’ release said evidence IMMEDIATELY!” Gaetz wrote on X. “Unedited, please.”
Gaetz’s post did not provide evidence for the allegation; it challenged anyone claiming to have such evidence to release it.
Boebert’s ex-husband, Jayson Boebert, also disputed the claims. According to screenshots published by American Muckrakers and later reported by Breitbart News, Jayson described the allegations involving Navarro as “a fairy tale made up propaganda” and accused the group of relying on bad sources.
The controversy follows another public dispute involving Boebert and Rep. Thomas Massie. Former congressional staffer Cynthia West previously claimed that Massie had boasted about having sexual relations with Boebert. Boebert reacted angrily when questioned by a Fox News reporter and rejected the allegation. Massie later denied it as well.
For now, the complaint contains allegations, while several people named or referenced in the claims have pushed back. The filing asks the House Ethics Committee to examine the matter, but the public record described here includes denials and, regarding the Gaetz accusation, no publicly produced evidence establishing the claim.
