Scott Bessent Offers Elizabeth Warren a ‘Foreign Exchange for Dummies’ Lesson
Treasury Secretary Scott Bessent did not hold back when responding to Massachusetts Senator Elizabeth Warren’s questions about foreign exchange operations under President Trump.
Warren recently sent Bessent a letter raising what she called “serious questions” about the administration’s use of the Exchange Stabilization Fund. Her concerns focused on actions involving the Japanese yen after the currency fell to a 40-year low.
According to Warren’s letter, the administration had not provided a detailed explanation of the intervention or disclosed how much taxpayer-linked money was used in the operation.
“The mechanisms through which Treasury executed the yen purchase raise serious questions regarding the costs to American taxpayers,” wrote Ranking Member Warren.
Bessent’s response was blunt. He accused Warren of misunderstanding basic foreign exchange concepts and took aim at the media for failing to notice what he described as a fundamental error.

Although I am not holding my breath, I hope her next letter will demonstrate that she has learned the difference between a currency purchase and a swap or a loan.

The dispute centers on whether the Treasury carried out a currency purchase or used a different financial arrangement, such as a swap or a loan. Bessent’s message was clear: Warren’s letter, in his view, confused those tools.
Warren has repeatedly challenged the Trump administration, and this latest exchange gives her critics another reason to accuse her of turning technical policy questions into political attacks. Bessent, meanwhile, used the opportunity to deliver a highly public lesson in international finance.
