Newsom Spending Report Sets Off Alarms
A new report from the Manhattan Institute is putting California Gov. Gavin Newsom under the microscope. The claim is simple, but the numbers are big. The report says California spent about $1 billion on migrant-related programs tied to the arrival of roughly 400,000 extra migrants.
According to the report, much of that money moved through grants and contracts awarded to nonprofits and service groups. That list includes Catholic Charities, Jewish Family Services, Centro Legal de la Raza, and the Immigration Institute of the Bay Area. The basic criticism is familiar: public money went to outside groups, and taxpayers had little say in how it was used.
The report also argues that California’s spending was layered on top of federal money tied to the Biden administration’s border policies. That makes the total picture even larger, and for critics, even harder to defend.
Christopher Rufe’s City Journal piece went further, saying, “Since Newsom took office, California has granted massive contracts for migrant-related services: more than $250 million to Catholic Charities; $85 million to Jewish Family Services; $12 million to Centro Legal de la Raza; $23 million to the Immigration Institute of the Bay Area; and more,” according to an article by Christopher Rufe in City Journal.
The same report said the state also sent $110 million to the Coalition for Humane Immigrant Rights Los Angeles, better known as CHIRLA. City Journal described the group this way: “CHIRLA can be described as a one-stop activist machine, with the ability to produce propaganda, engage in legal action, and — most importantly — get people into the streets. The group coordinates the L.A. Rapid Response Network, which tracks ICE raids and takes “direct action to shut down detention centers.” During the wave of protests in L.A., CHIRLA activists agitated on social media, led a street protest, and called for a “Summer of Resistance.””
The report has already sparked a strong reaction online. Critics say the spending shows a political system that rewards activist networks while leaving residents to deal with the fallout. Supporters of Newsom will likely argue that the money went to legal aid, shelter, and other services tied to a humanitarian response. But the report is making one thing clear: the fight over California’s immigration spending is not going away anytime soon.

For now, the report is the center of the storm. And if its numbers hold up, California voters may keep asking a very blunt question: who really benefited from all that spending?
